The state’s Commonwealth Court is ordering the Plum Borough Zoning Board to look further into the impact of another proposed injection well. The zoning board previously approved a second well at a Penneco Environmental Solutions property along Old Leechburg Road, saying they did not have the authority to regulate it. The Commonwealth Court found that not to be the case, adding that zoning officials have an obligation to consider the impacts a second well would have on health, safety, and welfare. The Plum Zoning Board must now go through the decision process again and, this time, provide evidence to support their findings.
