An Irwin-area pastor that resigned amid questions of how the parishes hired a man with a criminal record of lewdness and indecent exposure will be allowed to return to priestly duties with some conditions in place. The Trib reports that Bishop Larry Kulick of the Greensburg Catholic Diocese reinstated Rev. John Moineau to a position in a group of four parishes in New Kensington. The move comes after a diocesan investigation concluded into non-criminal negligence when a man previously guilty of lewdness and indecent exposure was allowed to work for more than a decade combined at Irwin’s Immaculate Conception and North Huntingdon’s St. Elizabeth Ann Seton parishes, in violation of diocesan policy. Moineau said that he had reviewed and cleared the employee but later said he was negligent in his duties.
