Pennsylvania lawmakers returned to the State Capitol on Monday, but they are no closer to a budget deal. The Democratic-majority House and Republican-majority Senate remain at a standstill more than three months after the June 30 deadline as schools and counties continue to feel the impact. It is unknown if any negotiations will take place while both chambers are at the Capitol.
