Two women are now facing charges after a dog was found barely alive in a filthy Rostraver apartment earlier this year. Aggravated cruelty to animals and neglect of animals counts have been filed against Skylar Majors-Frost and Kisha Bradley. The Westmoreland County District Attorney’s Office says a maintenance worker found the dog in the feces-covered and unheated unit in January suffering from starvation and hypothermia. The dog had to be euthanized. Investigators say Majors-Frost was the previous tenant of the Mathews Road apartment and she claims she had asked Bradley to take care of the dog while she was in the hospital.
