For the first time in 13 years, Westmoreland County’s 1,400 retired government employees will not receive cost-of-living increases. The Trib reports that the county’s retirement board made the decision to not include the increases for the county retirees, even though union and elected workers will receive raises. Commissioner Ted Kopas called it a difficult budget, and said they could not afford to do a cost of living adjustment.
