Lawmakers are optimistic even though a budget for the state is not in place. For the second consecutive year, the PA Budget was not signed off by the state-mandated deadline of June 30th. But officials are saying closed-door talks are yielding some progress despite missing the deadline. Senate Republican leadership is saying that the budget may be in place shortly after the July 4th holiday. The house and senate are scheduled to return to Harrisburg today.
