A federal appeals court ruled yesterday that it is unconstitutional for Pennsylvania to throw out mail-in ballots because the voter did not write an accurate date on the return envelope. WTAE-TV reports that the decision upholds one made by a federal judge in Pittsburgh earlier this year. In the 55-page opinion, the three-judge panel wrote that it was not able to justify discarding ballots for that reason when the ballot otherwise was properly filled out.
