Pennsylvania’s treasurer is offering counties and early education programs $500 million in low-interest loans to hold them over until the state budget impasse comes to an end. Reports say that the interest rate for the programs is 4.5%. The move will allow counties to access much-needed money for early education programs along with county social services. As of right now, there is no word on when the budget impasse will end.
