The man suspected of shooting and killing his brother outside of a New Kensington Elks Lodge last weekend has turned himself in. The Trib reports that 38-year-old Steffon Ballard of Arnold faces charges of homicide, attempted homicide and other crimes in the death of Jeffrey Ballard, a bouncer at the lodge. The two were involved in a fight with a third person outside the club last Saturday when Steffon started to pistol-whip the other person. As he hit the other man, the gun went off and a bullet hit Jeffrey in the upper thigh. He later died at the Allegheny Valley Hospital in Harrison. Bail was denied and Steffon will remain in Westmoreland County Jail until a preliminary hearing on January 8th.
